The ID5 ID is a shared identifier to be used by publishers, advertisers and ad tech platform, designed for scenarios where 3rd party cookies may not be available.  It claims to be able to recognize users across different types of devices and relies on signals like hashed email addresses, page URL, IP addresses, timestamps, as well as a machine learning algorithm.  The explicit goal is to have a single user identifier that is shared across the entire ecosystem. 

ID5 requires publishers and advertisers to send data like IP address and user agent, and recommends sharing data like hashed email addresses and mobile advertising IDs.
